The Collapse of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from multiple capitals. Significant resources is expended on restraining specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nighttime Reality

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from across the border, a capability afforded by timely intelligence. From witness perspectives, military aircraft that had been dispatched to intercept incoming cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every launch jolts you unexpectedly, causing tremors. The instant of fear quickly transforms into sober acceptance: maybe the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and additional electricity failures.

Persistent Threats

Soon after, a heavy machine gun engaged a aerial vehicle in the vicinity, part of a defensive team – almost certainly imported technology. Sadly, the projectiles didn't strike the enemy aircraft – it maintained course toward its target.

With pauses, this persisted until dawn. Kyiv faced the early updates: seven people killed, devastation and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a need that neighboring countries are evidently unprepared to replace in the near term.

Failed Diplomacy

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.

Every new approach from US leadership adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually win the battle. This trend will, no doubt, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. US administration functions according to a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The White House presumes that it is unfeasible to force Russia to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through diplomacy or military means, from believing that the status quo will not evolve additionally in its benefit in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its partners are approaching exhaustion. Their incentive to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but averting a total frontline collapse until circumstances change in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, individual motivations are becoming relevant: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their mission will now be considerably more difficult after current events, it remains very improbable that this will change their overall approach.

These opposing factors are driving the talks.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all did their job.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on continued Western support.
